[5.1] Pacicla Plan for a Cyclable Almada The “Plan for a Cyclable Almada” is intended to establish a network of interconnected cyclable routes within the City Council of Almada. These should be high-quality routes, as often as possible associated with the Municipal Ecological Structure, allowing for continuous transportation by bike between cultural elements of the landscape, collective social and cultural infrastructures, including schools, leisure and sports areas, functional centres and multimodal interfaces. Apart from the touristy and sports potential, this plan focus the use of the bike as a competitive daily transport mode for short-distance travel and commuting, particularly through the above-mentioned integration in the existing transport system, the creation of support infrastructures such as parking facilities in the interfaces and the existence of combined passes for the transportation of the bike itself in the collective transports.
The project has an innovative work methodology, including an initial analysis focused on the obstacles, limitations and potentialities of the use of the bicycle in Almada, materialized by the definition of “Cyclable Aptitude” and by the “Sketch of the Ecological and Cultural Municipal Structure”, followed by the establishment of a “Vision”, resulting from a participated reflection that expresses the desires and expectations of the population on the use of the bicycle in City Council. Finally, all of the above, together with the definition of an “Intervention Programme” and of “Management and Network Maintenance Mechanisms” will establish that the Plan for a Cyclable Almada will be about motivating all parties involved to use the bicycle as a transport mode in the City Council of Almada.
